The group I work in proposes to study 1) the elaboration and implementation of policies from a diachronic cultural
perspective; 2) the complex power relations through which people and institutions connect, disconnect and make
specific claims upon each other, 3) laws and discourses regarding the social rights and obligations of people in a
variety of social roles, such as citizens, patients, workers, or parents, 4) the role of identity politics, 5) daily
economic and cultural practices, such as work and consumption, focusing on their multiple and constitutive
intersections with the above topics. The main focus of these studies is on governmental and nongovernmental
institutions, multinational bodies and businesses in the Portuguese context in domains such as social and health
care, security and crime. Inequality and power are addressed through an examination of the processes through
which different sections of the population are classified into target groups, such as youth, the elderly,
professionals, prisoners, students, migrants, refugees and ethnic minorities, the poor and those considered to be at
risk. The role of cultural innovation and social creativity is explored by examining how social groups apply local
knowledge in their responses to policy impacts and multi-sited ethnographies trace the complex changing
interconnections between different forms of governance and livelihoods. Although the main context of these
studies is in Portugal, field sites also cross national boundaries when the focus is on transnational livelihoods and
on the connections between local and global policies.

These studies will contribute to CRIAs anthropological project of social and cultural critique by calling into
question the use of analytical concepts, elucidating the unexamined presumptions that underpin concepts such as
those of citizen or the state. In order to achieve this, researchers adopt an epistemological position that marks an
analytical distance from normative categories, enabling them to engage with, but not be restricted by the
categorizations and concerns of planners, policy makers, professionals and interest groups. The research results
will also be used for public engagement to provide fresh insights for policy development and adjustment.
